§ 70-6. Stormwater utility fund.
(a)
A stormwater utility enterprise fund is hereby established into which all revenues from user fees, grants, loans or other funding sources shall be deposited. Accounting and reporting procedures shall be consistent with state law, the city Charter and this Code and reported to the city council by the city manager or his designee at least annually.
(b)
Expenditures from the stormwater utility enterprise fund shall be used exclusively by the stormwater utility to pay for the costs of planning, constructing, operating and maintaining stormwater management systems as set forth herein. Expenditures from the fund for activities that are not related to the city's stormwater utility shall not be permitted, except for a prorated charge for general city government services as is in effect for other city utility funds.
